Hurricane Rachel strengthens to Category 2 off of Mexico’s Pacific Coast

On Thursday morning, Hurricane Rachel strengthened into a Category 2 cyclone off Mexico's Pacific coast. The development of the new storm occurred as northern Mexico and parts of the American southwest were still recovering from the flooding and damages caused by Hurricane Polo earlier in the week.
